VACANCY DECONTROL ELIMINATES FAIR BARGAINING & RAISES RENTS WITHOUT LIMIT!
  • Proposition E allows park owners to raise rents without limitation making the homes unaffordable and will create multiple vacancies.
  • Proposition E-easier for park owners to close parks due to vacancies.
  • Park owners can deny heirs or divorcing spouses rights to tenancy & inheritance. Does anyone really want their kids and divorced spouse living with them?

  • No taxpayer money was used to defend these suits and the park owners lost every suit!
  • Homeowners and Residents pay into a fund monthly to cover any litigation costs.
  • Vacancy Decontrol puts ALL the control in the hands of the landlord and they can raise rents to whatever they want.
  • Vacancy decontrol will force the home owners to have their heirs or divorcing spouses live with them in order to preserve rent control- However, park owners can deny 'legal tenancy' to anyone for any reason they want.
VACANCY DECONTROL CAN  LEAD TO HOMELESSNESS
"HUD projects a 33 percent increase in homelessness among adults 62 and older. This was unheard of in the past. In HUD data
for San Diego County in 2009, individuals 51 and older occupied
28 percent of local emergency shelters
 and occupied 25 percent of all transitional housing. "

"The vacancy decontrol measure essentially sentences more of our seniors, veterans and lower-income families to homelessness,
hunger and poverty.
This measure is 100% the wrong way to ensure security for these folks."
LEADS TO VIOLATIONS OF STATE HOUSING PLAN LAW
 "Each governing body (City Council or Board of Supervisors) of a local government in California
is required to adopt a comprehensive, long-term general plan for the physical development of the city, city and county, or county. "  [http://www.hcd.ca.gov/hpd/hrc/plan/he/]
This shall include 'housing affordable to low-and moderate-income households." housing affordable to low- and moderate-income households. (CA Govt. Code §65580c)
Mobile homes under the current Manufactured Homes Fair Practices Act are counted toward the requirement for the City to have low and moderately low-income housing stock. (Margery Pierce, Director Neighborhood Services)  The State requires the City provide these types of units based on population growth and needs of the residents. If the Manufactured Home Fair Practices Act  is killed, the City can lose out on block grant funds for needed projects to other jurisdictions that have better Housing Plans. Further, the state can demand rezoning of land to meet housing requirements- this means you could have apartment buildings next door to you!
